Exactly how does one build a fleet in Dreadnought Rising? Do I use the monetary cost? Is the monetary cost on the card based on the actual cost of the ship?

Basically, say I'm coming over from WaS (which I am) and want to build a DR fleet.  Where do I look for points?

The ship costs i believe are the true historical cost of the ship build, converted to US$ exchange rate of the time period.
I think this reflects that some nations paid more to build a ship than others.
So i would go on the dollar cost for points value on the cards already made.

There is a list of ship build stats in one of the stickey threads.

Yep, use the dollar amounts on the cards just like a point value.  Pick a point value, whatever you like.  50 million would be a pretty biggish game, 20 million would be a pretty small one.

Alternatively, just pick a few ships on each side.

How has this playtested? Having looked over the cards it seems that Central should be able to take on most of the Entente nations easy if you do it based on cost.

It needs to be play-tested.  Quite a few people have played a few games of this, but besides, perhaps Jesse, I don't think anyone has played enough to pronounce the system good or not good.  The point now is that play-testing is still needed.  Be sure to post your fleets and the outcomes here when you try it out.

The costing system is based on historical costs simply because the game is directed to historical players, who normally play scenarios and for which historical accuracy is more important than fairness.

It is possible that a point cost will also be devised, but I don't know how. If you feel one side's ships are more expensive than they should, then give them more money.
