If a ship has an armor rating of 1 and 1 hull point of what use is a vital armor of 2?
Both the US PT Boat and the Italian Motor Torpedo Boat are rated as 1/2/1. WHY?
If the boat is hit (Armor 1) it is destroyed (1 Hull Point), what advantage is there to a Vital Armor of 2?

It's purely a matter of design elegance.
It is quite possible for a future unit's SA (or even a scenario) to either modify armor value or distinguish between a unit that has been vitalled from one that has merely been destroyed by armor hits.
If such a unit ever appeared, and MTBs were incompatible with it, it'd be pretty weird if not downright broken. As stands, it's only a minor and unobtrusive quirk. _________________

Vital Armor on Hull 1 units and, in my opinion, hull values for aircraft are both just part of of all units having X/Y/Z armor stat lines. _________________
