Question about Soryu's Surpise Raid SA.
Let's say you win the intiative with a roll of 10 or more, just like the card indicates. But... at what point do you have to declare the ships that will be suffering the -1 die AA penalty? Is their a particular phase this must be done, during or before?
Thanks! _________________

True, but it allows, for example, the U.S. to reoconfigure their AA defense stacking to their advantage. So... if my U.S. carrier was targeted for destruction, you better bet I'm going to stack that sector with Atlantas if I can. But if this happens in the surface movement phase, the IJN air attack isn't much of a "surprise." If, however, you declare this in the Air Attack phase, suddenly it's not so good for the USN.
Thus eliminating the Soryu becomes a priority goal--a weakly armored fleet carrier . with a ton o' tricks. Had a bit more appreciation for it this past weekend. _________________

I hear you, but it claerly says "choose" not choose during AA phase. This was pointed out to me by a 12 yr old.
To tag on to your question:
The other thing about Srprise raid is we have been playing on a roll of 10 or more (unmodified) you get it and you do not have to win initiative.
Anyone else playing this differently.
We had a situation where Allied player rolled 11 and Axis 10 so they both recieved the SA (Illustrious and Soryu) even though Allies won initiave. _________________ Aaron

I had always thought that you declared it right when you saw the results of the roll, though you're right that it isn't as big an advantage that way. _________________

Clarified on WoTC site.
Ships can be declared anytime-before AA roles are actually made of course.
10+ is without any modifiers, so natural 10,11 or 12
You do not hae to win initiative to use the SA just make the roll during that turn's initiative.
If using two Soryu you can declare up to 4 targets to suffer the penalty, but they cannot stack.
All makes sense to me. _________________ Aaron

Thanks for asking over there, I'll add this to the SA list next revision. _________________
