I am working on a scenario called "Relief of Wake Island". It is an adaptation from General Quarters game.
 I have run into a few little road blocks.  What proxies can I use for the Destroyer classes: Clemson, Craven, Farragut, Mahan, Benham, and Bagley?  For the Wake island atoll should I use 1 stat card for the whole or 3 stat cards 1 each for Wake, Wilkes, and Peale islands?  Should I use the stats for the USS San Francisco as proxy for the USS Northampton? Could I use Jintsu as proxy for the light curisers Yubari, Tenryu, and Tatsuta while using the Aoba as proxy for the cruisers Furutaka, and Kaku?
I plan on putting the time setting around 0430 Wake Island local time.  
Belligerent parties are Japan and Unites States.
Japanese forces include: Invasion force 3CL,2AMC,1AP,6DD,2APD, and 1AV.  Support force 4CA, and 2DD.  Carrier reinforcement force 2CV, 2CA, and 2DD. There are 2 subs.

United States forces are TF14 1CV, 3CA, 9DD, 1Av, and 1AO.  TF11 1CV, 3CA, 8DD, and 1AO. TF8 1CV, 4CA, and 9DD. There are 2 subs.
Wake Island will be treated as a base 3 carrier.
Saratoga has 1extra f2f as reinforcements for Wake.  These f2f are to be treated as land based air units.  They can be assigned an air mission and must land at Wake during air return.  
Land game will be included.  

Japan primary objective is to capture and hold Wake Island  for the duration of the game.  Secondary objective is to destroy the American carriers and 60% of the surface fleet.

US primary objective is to land much needed supplies and personnel along with keeping the Japanese from capturing the islands.  Secondary objective is to destroy the Japanese carriers and 60% of their surface fleet.



Any help would be greatly appreciated.

You might get faster responses to class lists in the WAS research thread.

As far as the scenario, it looks like you have a great starting outline.  I can't wait to see how you flesh out the setup and special rules! Smile

For proxies, did you want unit stats or unit look-a-likes?

US proxies.  
Northampton is far closer in stats and visually to Salt Lake City than San Francisco.  Here's the card we worked out for her:


I'm no great hand at pre-war US destroyers.

Here's our card for Yubari, Yahagi would be a better look-a-like than Jintsu.


Tenryu and Tatsuta look a bit like Jintsu, but should be far worse stat wise.  I'd subtract one from main gunnery at each range.  No long-lances and a few less torpedoes, something like 2/2/1 perhaps.

Aoba is practically exactly right for Furutaka and Kako stats-wise, though perhaps a more standard version worth a few less points and without the aggressive tactics SA might be more appropriate.

Although the turn out for the scenario was good.  I felt disappointed over all.  I expected that Japan should have won.  As it turns out that the American side had a marginal victory.  

If i was running Japanese air I would have bombed the Islands in the first turn while the Americans couldn't get any offensive units into the air due to darkness.  I would have focused my carrier based attack aircraft against the American carriers not the cruisers and destroyers.  
The Americans did ok.  Not a well as they should have.  The Americans should have lost.  They were out classed in every way from spotting ability and destroyer gunnery to torpedoes.
