Post subject: Washington Naval Conference: Submarine Ban?

I've heard there was a proposed ban on military submarines at the Washington Naval Conference, but I have not been able to find much on this in my online research. Do any of you know about this? Specifically:
1. Who was in favor of this? I assume it appealed to Britain due to its vulnerability to commerce raiding, but it would also presumably favor all major nations over smaller ones.
2. Who opposed it? I think France and Japan would for certain, but Italy and the United States might also fail to see any purpose in the ban.
3. Why exactly was it proposed, and how serious were diplomats about the ban? |
