You may want to start with the quick start guide and initial official advanced rules. These were updated in Feb. 4 2009 with the revised official clarifications document.
You can find all cards and all photos. There is also a database of the units for ultra-quick reference.
You may also want to see the units that are expected to appear in the next sets.

If you get bored with the official cards and rules, you may want to try the Admirals deck and some popular houserules, such as Deathmatch and Hidden Submarines, or download the Forumini Navies cards that expand the game with more units and more nations. If you're also interested in world war 1, Dreadnought Rising is one of the games that we're developing in the Forumini. It's loosely based on War At Sea.
