Does anyone know why IIF Flamingo mini is significantly smaller in size than a regular Panzer II one?

Same reason the M18 Hellcat from Base Set is massive. Poor quality control and organization on the part of WotC.

I dont really care about the size of the mini when I play. I like the fact that it isnt a counter. This unit works well for mein the past ( especiallywhen you use 3 in a group.) .
