You only need a hex map and a few miniatures of any reasonable size. . You can find the cards here.
Your currency for movement is speed. You can either increase your speed by 1, decrease it by 1 or keep it constant. Speed can increase further by diving and decrease further by climbing. You use speed to turn at the beginning of your move, move to different hexes and climb.
Notice that at each point in time, the state of an aircraft is determined by its altitude (a), speed (s), remaining health (h) and facing. In the following example, they are all undamaged and they are at the same altitude. The yellow Brewster has the red I-19 in its sights and rolls 3 MG dice.
Note that the correct sequence of actions is:
1. Decide new speed (+1, -1 or the same as last turn) according to current altitude (not according to the altitude you'll end up at)
2. Use speed for a combination of:
- paid turn at the beginning
- move
- climb/dive
FAQ
* Can you climb/dive more than once in a turn?
- No.
* Is there any limit of aircraft per hex?
- It's your choice. I would suggest 1 per hex per side per altitude.
* What happens when an aircraft gets out of the map?
- It's your choice. I would suggest that it gets destroyed (or transfers to a different map if you play a campaign?) _________________

Examples
1: The I-19T24 goes first and makes the mistake to turn right and move at speed 3 (spends 1 to turn at beginning of move and 2 to move). The B-239 also keeps speed 3 (moves 3 hexes and turns). The I-19T24 is in range of attack. It attempts turning evasion, but it fails its evasion roll. The B-239 attacks with 3 MG dice from that distance. Any success (four, five or six) reduces the health of the I-19T24.
2: The I-19T24 goes first but this time accelerates at its top speed (4) for this altitude and gets past the B-239. The B-239 tries to get behind it with a turn, but slows down (speed 2) for this and will now be at a speed disadvantage.
