OK, let's say I'm at 12 000 feet and I'm looking down at an object that's 800 ft long by 50 feet wide.

What scale does the object appear to be?  What formula did you use to arrive at that?

I mean, it depends on how far from you the scaled object is supposed to be.  A quick diagram and using ratios of similar triangles later suggests that the scale would be the expected distance divided by the actual distance.  So in your example, a 1/4000 scale thing at 3 feet away would look the same as the real thing from 12000 feet, but a 1/1200 scale thing would need to be 10 feet away.
