Reading HMS Cossack's Valiant Stand SA description, I come to the conclusion, that this is exactly the same SA as Battleship Killer.

Am I missing something, or why was there a new/different name for already existing SA?

I think BB Killer was meant to be a Sub SA while Valiant Stand was meant for DD's.  

The creation of Saumarez used the wrong SA, and a duplicate was born!

Not the only case of this happening either...

AA Veteran - Once per game, this unit may reroll one Antiair attack.
Ace - Once per game, this unit may reroll one Antiair attack.

Defend the Flattop - While this unit is in the same sector as a friendly Carrier, it rolls one extra attack die when making Antiair attacks.
Carrier Screen - If this unit is in the same sector as a friendly Carrier, this unit rolls one extra attack die when making Antiair attacks.

Admittedly, one for aircraft and the other for ships.  But literally two different SAs that do exactly the same thing.

I never did understand why different SA's that did the same thing were needed for different types of units.

Unless some names did not make sense otherwise?

Honestly, I think its just because it "sounds better".

"Ace" wouldn't make a lot of sense on HMAS Australia and "Valiant Stand" doesn't necessarily resonate as well as "Battleship Killer" on a submarine.  "Defend the Flattop" and "Carrier Screen"....I never did get that one.

The teams have moved away from this.

Audacious Attack on HMS Legion for example.  Leverage a Sub SA onto a DD.

There's a couple in Team Aegir too.  

However, the adherence to specifics in the SA's led to the creation of a few "near duplicates" that still do not resonate well with the community.  Example is Divide the Defense gave way to Split the Defense simply because the Pe-2 didn't carry Torps so that part of the SA didn't make sense.  

Another is Sustained Fire like Escort Killer because Escort Killer was on units that didn't have seconds (Eugenio/Kent) even though Kent arguably should have.  Escort Killer didn't outlaw the use of other gunnery attacks, and stated that the user could make two Gunnery attacks - with only one Gunnery attack line that was all that was needed.  On Helena however, MAIN gunnery had to be specified because the secondaries could still fire at a totally separate target normally.  Since Escort Killer didn't stop Eugenio (and later Enterprise) from making Torp attacks also, it was decided that Sustained Fire shouldn't prevent Helena from making 2nd attacks.
