I've read the rules but I want some clarification. I lost a game the other day by 5 points losing on a concealment roll. So the advantage of losing the initiative allows you to use smoke screen and really shift the game. My questions are, am I following the rules right that the 2nd player can put up a smoke screen and still shoot out of it with another ship in the same sector? When I fire into the smoke screen can I choose my target? I have no advantage with smoke screen if I win initiative correct? Thanks, I'm new, but want to learn to play correctly. Yes that is correct.


When I fire into the smoke screen can I choose my target?


Yes again.

I have no advantage with smoke screen if I win initiative correct?

Losing init is usually better, but smoke screens are generally helpful no matter what.

your designation of the 2nd player is a bit hard to follow.

Let's call them Player1 and Player2.  Player1 is playing smoke units.  If Player2 wins the initiative, Player1 has to move first, shoot first, etc.  During the surface attack phase (shooting) Player1 can choose to smoke with his smoker units instead of making gunnery/torp/asw attacks.  His other units can still fire out of the smoke screen (but not through it - the order you choose your attacks matters).  

When it is Player2's turn to fire on surface units he can fire at either unit in the smoke screen, but that unit has concealment and a cover roll can negate the shot.  Player2 cannot fire at a unit behind the smoke screen as he no longer has Line of Sight.  

If you win initiative your opponent will have taken all of his surface attacks before you have the opportunity to smoke, so you lose the smoke advantage except against Subs or the possibilities for cover next turn - remember Smoke is persistent.  It is created "this turn" but last until the end of "next turn".  However, though you have lost the smoke advantage, you have the advantage of seeing your opponent's moves first and counter-moving to best position your units.
