Is this legal?  During the air mission phase with planes at the airports for both players:

1.  Player 1 loses initiative and decides to not fly its first fighter. Player 1 sets aside the plane at the airport without placing a rearming chip and waits for Player 2 to go next.

2.  Player 2 moves its bomber.  Now Player 1 moves its second fighter out to sea to attack the bomber.

3.  During round 2, Player 1 moves its first plane that it set aside during round 1.

No it's not legal.

Once you assign an air mission to the LAB all of your remaining air missions must go to the LAB.

Aircraft assigned to the LAB during the Air Mission Phase do not recieve Re-Arming tokens in the Air Return Phase.

Those aircraft are available for missions in the next turn.
