Here is a scenario I created last year. I've changed some of the rules as a result of playing it. I played as the USN while my friend Chris was the IJN. Midway through the game, my opponent was ahead in points (kept aborting my planes!)
But then my Hellcat's started feasting on his Zeke's!

AIR RAID ON RABAUL (NOV. 2-11, 1943)

The USN (United States Navy) conducted an air attack upon a cruiser force at the major Japanese base of Rabaul in Nov. 1943. In response to the Allied invasion of Bougainville, the Japanese brought a strong cruiser force down from Japan to Rabaul in preparation for a night engagement against the Allied supply and support shipping. Allied carrier-and land-based planes attacked the Japanese ships, airfields, and port facilities on the island of New Britain to protect the Allied amphibious invasion of Bougainville. As a result of the Rabaul raids, the Japanese naval forces could no longer threaten the landings. The success of the raid began to change the strongly held belief that carrier-based air forces could not challenge land-based air forces.

Opposing Forces: IJN/IJNAF vs. USN
Imperial Japanese Navy/Air Force:
1. CA’s: Atago, Takao, Suzuya, Mogami, Chickuma & Agano
2. CL’s: Noshiro & Yubari
3. DD’s: 3 x Kagero-class Destroyers
4. 5 x Forward Airstrips
5. 1 x Forward Naval Base
6. 25 x A6M2/A6M2 “Elite” Zeke’s (five squadrons/Airstrip)
7. 5 x Expert Dogfighter tokens, 1 for each F. Airstrip

United States Navy:
1. CV: USS Saratoga, USS Bunker Hill, USS Essex
2. CVL: USS Princeton, USS Independence
3. Carrier-based Aircraft: SBD Dauntless, TBM Avenger, F6F Hellcat
4. Land-based Aircraft: 2 x B-17, B-24, B-25. 6 x P-38 Lightning (Each P-38 paired w/one Patrol Bomber providing escort)

Special Rules:
1. All Forward Airstrips and the one Naval Base have an AA    value of 7 (representing the large #of AA guns 376 the Japanese fielded).
2. IJN ships deploy two/sector
3. All Japanese ships gain the SA “Near Miss”
4. This scenario is air-raid attack only, USN carriers are off limits to IJN forces. IJNAF can only attack enemy aircraft.
5. Re-arming tokens are not placed on Land Based aircraft at the end of each round???

Objective(s):
• Japanese: abort and/or destroy as many enemy aircraft before the end of round 6-8
• USN: cripple and/or destroy as many enemy aircraft, installations, ships before the end of round 6-8

Conditions of Victory:
Japanese:
1. 1 x VP (victory point) for every 1 enemy plane aborted
2.     2 x VP for any carrier-based aircraft destroyed
3.     3 x VP for any land-based aircraft destroyed

United States Navy:
1. 1 x VP for enemy aircraft destroyed
2. 3 x VP for destroyed Installations
3. 1 x VP for crippled ships
4. 1 x VP for destroyed ships

Interesting idea, lots of aircraft to keep track of

I've toyed with a few vaguely similar scenarios, you may consider taking the carriers out entirely, run an open limit landbase and give an aircraft aborted and extra rearming token. On the first turn the USA can't place a bomber the game ends.
