Ruthless

On the card it reads that this unit gets a +1 each attack dice against disrupted and damagged units, does that mean that the unit has to be both disrupted and damaged or can it be iether disrupted or damaged.

If in a round a unit has a damaged marker but hasn't been disrupted again would you be able to use ruthless in this situation.

I believe it's either/or and not both combined. If it wasn't then Ruthless would only work on vehicles since soldiers can't be damaged.
