Ok, I am taking a total shot in the dark here since I cannot waste anymore time looking.
I am going with some sort of mobil water purification possibly desalinization unit. Probably used to supply water to troops and later maybe for loacl population or irrigation.

I'll give 1 point to RvM who came closer, but was still pretty far from the correct answer.
It is essentially a scaled up coffee tin for the storage of 210tons of grain to keep it safe while sunk beneath the surface of the lake.
