Yes, think about it, what else are they gonna do with all those inserts, maps, counters, etc. when they tear them open to get mini's to put in their singles market? toss them out? when you can just as easily sell them for a little cash? Hell no.

I've given all but a back up set to the Game store where I play and to other people, like to place's where the kid's don't have the money for alot of new thing's, gave them a lot of mini's also. But then I didn't have a whole lot when I was a kid so you alway's give back some when you can.

*ELABORATED ANSWER*
When the WaS boosters ran out the only way to get more minis left was through the starter sets. On top of that, they were a great deal with a $ per ship lower than the booster. This was adjusted in the pricing of the second printing.
