It depends. Some builds are very easily disrupted and dominated by planes if they don't bring some air cover.
Other builds are fairly safe from planes, like builds with lots of heavy tanks and 5/5 infantry.
If your build doesn't have any units with lower than 4 defense then planes will have a hard time messing with you. Unless they bring a Stuka which is quite rare in my experience.
Basically, if you don't bring artillery, supports, or other high value, fragile targets then you can forgo the anti air.
I made a build for a tournament that was all heavy tanks and elite infantry and my opponent brought the entire Luftwaffe. Even with all of his planes (he had 5 including a Stuka) attacking my smallest tank (Char B1) it took him several turns to do anything at all. I think it took him two turns to disrupt my tank and then several more to damage and destroy it. By then I had the objective locked down and he had a tough time after that.
