Halifax - high altitudeIf the halifax flies so high it only hits on 6 I think it should receive a similar bonus against flak. Flying higher makes it hard to hit, and only larger-calibre guns could even engage it. Maybe ship-based AA should only hit of 5+? 6+?

While that makes sense the Halifax costs so little simply because it has such a low hit ability. While making ship AA either reduce dice or reduce the number threshold of success like you suggest you would need to bump up its cost by a couple of points.

Actually, in my advanced air rules, due to the altitude limits of AA aircraft at high-altitude (like the Halifax) would completely IGNORE the flak--which gives fighters a whole new role.

Yeah, this makes a lot of sense to me. I'm not sure that it's a really pressing issue as far as game-play goes, but it still makes sense.

Halifax really comes to her own over subs, which are not attacked from very high altitude IIRC. Here her Defensive Armorment makes her really tough, along with the ASW Pinpointer.
The max ceiling for Japan's 5"/40 DP gun was 30,970 ft. (combinedfleet.com) That is generally high enough for strategic bombers, not that they have a large chance of landing a stick of bombs on a moving target from that far up anyways. Even at about 15k ft. it is hard enough, and such the Hi-Level Bomber SA, but without a defense against flak.

I agree that the logic for a -1 to hit with AA against hi-level bombers, although I also agree the Halifax would need recosting if this SA was applied.
I think the Swordfish is more in need of the -1 AA, although perhaps this should only be against BB's. This can be justified given the difficulty the German BB's had targetting it due to it's slow speed and low level attacks. I don't think this would break it's cost either (it would still be easy meat for fighters, escort AA).
