Global Campaign?

I've been working on a global campaign with an economy, special projects and hidden victory conditions for each player and I'm wondering if anyone else has tried making something similar.

I'm very pleased with the way the game has worked for me thus far in playtesting, but I'm growing worried that coordinating the affairs of 7 major powers will prove to be too much work when my group actually plays the campaign. Has anyone else done a major campaign with 5 players or so?

I have not yet because I fear the game is not 'complete' enough (yet) to support what I want to do (A campaign starting in 1939).  Once Early War is released I'll get rolling in the hopes that by the time I get to 1942 another set will be released to fill in even more gaps.  As for the actually mechanics of such a campaign, I'm at a bit of a loss right now.  I was planning on using a modified Axis and Allies map.  Feel free to share your ideas.

A key for me so far has been a victory point mechanic. Each country has generic divisions for infantry and armor. Victory points can be spent to upgrade divisions. For example a base armor division for the USSR in 1941+ would be 2 T-34's, but in a battle the USSR can spend 8 victory points to upgrade a division to an IS-2 in 1944+. This accomplishes three things:

1.) The axis can start with a pool of victory points, and this simulates their rapid successes in the beginning of the war. For example, this enables Germany to beat France while keeping the relative strength of their armies historical.

2.) Players can gain victory points by winning battles and capturing objectives, giving the axis a chance of winning the war despite an economic disadvantage.

3.) This forces some historical conflicts, such as Germany struggling for Stalingrad to gain a lot of victory points, or Italy getting victory points each season it cuts off naval access to Malta.

But in most games the axis will exhaust their initial victory point pool and then get steamrolled by the allies. I also initially had the Americans score victory points when they donated military production via lend-lease, which proved to be a mistake.
