While I don't really care for minor countries like Belgium and Holland in this game (I'm Dutch myself, no bashing intended ), I feel this SA would be more correct for the Dutch, who after all succesfully used their abundance of water in defending their country (paratroopers of course largly circumvent this, but landing in an area half swamp still sucks).
Unless you've got a better water-based SA for the Dutch of course .
BTW it should probably be "9e" (as opposed to 9th)?

CANAL DEFENZE makes every hex behind a water obstacle into a cover hex.
The Belgian units only fought in Belgium. The Belgian defensive plan relied on defending behind the rivers and canals in prepared positions. Therefore, (in my feverish imagination) if the Belgians are in a scenario and the attacker is firing across a water obstacle, the Belgians probably have some sort of trench/foxhole/wall there. Obviously, this ain't perfect, but it's simple and simulates an historical situation. I guess. And it's Flemish-y.
