Here's an easy change borrowed from other games with searches that I've played for the search roll. Now you have it as 1-4 contact is made, ships are revealed, 5-6 no contact. I think it adds a bit of suspense if you do something like:
1-Reveal name and type of each ship present.
2-Reveal number of ships present
3-4-Reveal an enemy fleet is present, but not number or type
5-6-failure.
Also, sea states aren't too hard to introduce, here's an idea. Each Area (the large ones marked by two letters) can have either a normal sea/weather state, or a hazardous one (encompassing fog/high waves/storms/etc). Each area starts with a normal sea-state, on each turn (or each number of turns) roll a die for each area. On a 1-4 the sea state either stays normal, or returns to normal if it had been hazardous, on a 5-6 sea-state becomes hazardous, or stays that way if it already has been. In hazardous conditions, add one to search rolls.
You could add contact rolls too. Each time two fleets enter the same sector (or each time aircraft are dispatched to find an enemy fleet) roll a die. On a result of 1, no contact is made, otherwise proceed normally. Hazardous conditions result in -1 to each contact roll.
Just some ideas to flesh it out a bit, but I like the foundation you've laid, it certainly works well enough already.

Jameson, I'd like to propose an optional addon. As you might recall, there's a twelve-mile limit of ocena as "territorial waters" around every coastal nation.
If German forces attack a convoy within US Territorial Waters, it would thus be reasonable to expect a US response, controlled by the Ref, until either the Axis assets within the 12MI Limit are destroyed or attacks in that zone stop.
Possibly also an optional mechanic where too many attacks or lost ships within that limit get America involved on "Neutrality Patrol" and make some US units available to the convoy-commander?
