Deployed and then moved?We had a situation arise this week that we have not had before and we had no difinitive answer for it. A Russian Partisan was present on the German side of the map. He was in a clear hex with no adjacent enemies It was turn 2, movement phase....
The Russian player :deployed" his Russian Hero in the hex with his Partisan and then moved both units to a hex with an adjacent enemy.
I thought it was not right to move the hero since he was just deployed during the phase so he cannot take advantage of movement until the next turn. The Russian player argued there was no rule against it ...which is true.
So what does "Deployed" mean on the card and can you deploy and move in the same phase? For the game sake he moved back at the time until we get a good response.

Yes, Heroes can move in the same round that they are deployed.
Only Paratroopers can't move in the turn they're deployed.
Here's the rationalization
-The Hero Rises from among the ranks of your soldiers, therefore he would have the same 'existence' as the soldiers he arose from.
