Blast versus sniper at long rangeI fired a nebelwerfer salvo against a hex with a rifleman, an ATG and a sniper.
My opponent said I could roll against the rifleman and the ATG, but not the sniper, because snipers can't be attacked at long range.
I told him I thought Blast and Bombardment overrode the sniper SA.
Shrapnel doesn't know it is not supposed to target snipers.
Who is right?

The sniper can't be the target of the attack, but if it is in a hex where another unit is the target of an attack with BLAST, it gets attacked also. Same with a salvo attack.

I'd also say you should be able to just target the sector with the sniper for B'n'B, which would have to be a houserule. (Historically, snipers and artillery are mortal enemies--snipers pick off artillery officers and gun-captains, the artillery respond by firing a full barrage at where they think the shot came from--goes back at least to the American Civil War if not earlier.)

I ran into this too, but we decided to go with the sniper "can't" be seen over the fact that the Nebelwerfer "can" do it's rocket salvo.
It makes more sense that he can be hit, but why would it be this case if I follow the Can't trumps Can rule?

Because he's not being targeted by a long or medium range attack. That's what the SA prevents, not being hit by such an attack.
