The IS-2s can decimate enemy tanks, and the T70s, while they do have the undermanned disability, are great for their cost and add a little light armor to this army. The T-34s are all around good tanks and can transport the Degtyarevs if they start by the NCOs. The NCOs and Degtyarev will discourage defensive fire attacks, and the mortar and snipers can pick off infantry from cover. The infantry can handle infantry by getting a ride on the T-34s to get in range of enemies.
My only worry is that this will fare poorly against airplanes.

I think you will have a problem with the SMG's, having limited range 2 they could quickyl get wiped out by snipers or MG's.

But the Degtyarevs have command dependent so it'll be tough to get them into action. I think I will take out the SMGs and the 76.2mm Model 1942 and throw in an IL-10 Sturmovik. Planes are tough to hit and with superior armor 2, this will last a while and pick off enemy infantry.

Planes are NOT tough to hit at all, especialy by machine guns with Double Shot. But the IL2, with its Superior Armor, should hold up fairly well

Yes, planes fair well against everything but MG's and AA. Also if your opponent has initiative and he attacks you with the ORIGINAL Bren MG ability then your plane would be useless that turn.
Is there a rule that states normal infantry (not MG's) can't attack planes?

I think in the expanded rules it says that inf. CAN attack planes with their anti-infantry attack, and if they are adjacent to the plane's hex, they do not suffer the -1 to their dice that they normally would!
I could be wrong, however.

Are the expanded rules the rules included in the 1939-1945 starter, or are they the rules that are sold separately with a set of maps.
EDIT: By the way, how exactly would double shot make planes more vulnerable? Non anti-air units still get the -1 detriment, so... yeah, while making two attacks gives you a better chance of hitting than one attack, it still doesn't make planes too vulnerable. And with the IL10, if a machine gun tries to roll for a second attack, they will have to roll 6 successes instead of four...

I guess it is not double shot, well it is if they disrupt you twucfe then you have a problem, it's the fact the MG's have much better AI values than baskic infantry.

Actually, according to the expanded rules, non anti aircraft weapons only get the -1 if they are not adjacent to the hex the plane is in. Sorry.
Edit: Whoops, I was looking at the additional -1 range penalty. All non-antiaircraft units do have a -1 to all rolls against aircraft, regardless of placement.

So, what exactly should I look out for when I play this build? What units will have an easy job destroying my units, etc.?

I think this build would run into trouble when facing some serious intantry.
I would remove both T-70s, one BA-64 and one Fanatical Sniper and add one or two Maxims and some Mosins. The MGs are also quite capable of keeping enimie aircraft at bay.
A Commissar wouldn't hurt either.
You could also try to fit a SU-122 for anti-infantry duty.

The best MG in the game (MG 42) only has a dice hit average of 3.33 in a roll against an aircraft at close range. That same MG disrupting a fighter is a luck thing. If i was expecting enemy aircraft i would definitely put in some sort of counter.
