This one would be cool KoD. I don't think one would have to worry about subs with 8 DDs, I don't with my LL builds with only 6 DDs on average. The BB problem could be huge though, those things aren't LLs! 
Sixteen surface units is too much for the maps we play. There are only 6 sectors across map #6 if you get the wrong side, that's why I limit my swarms to 12 surface units.
Being low on anti-BB weapons, and stating a non-air build, the Barb/Archerfish swarm would be a big benefit to fill out the rest of the points.
Swarms are fun to play, I'm glad the USN is getting closer to having that option!
