You can only do the shoot and smoke when you shoot first, having lost initiative, perhaps this is what you mean.

If you dropped the Butler, you could replace one Iowa with Missouri and have a fleet with nothing but battleships!
Or, you could use the 3 extra points on a Jeremiah O'brien.

Hm, well yes it would be hard to not have init with my build. In any case if you're going first (which is waht you want) it could be devestating - fire, smoke, forget. Since your enemy can't strike back except with air, and you should have enough AA to abort at least 1 plane, you should be all set. Just watch the pounding continue.
