It doesn't look pretty, but it's one of the best naval simulators out there, period.

Spend hours of your life designing the perfect warships, then take them out in a grand campaign w/tactical battles. Technology is never far behind and many times your ships are obsolescent by the time they're launched; Just like the naval arms race of the early 1900's. The enemy suffers the same handicap.

The AI in the game is very challenging, and no two games will ever play out the same way. The game's strength lies in it's in-depth customization up to and including custom nations if you decide to use them. The base game even includes a theoretical CSA navy as a custom option.

As you can see from the link, there is active community support behind the game.

The $35 price tag can be a risk for some people, but for the amount of gameplay I have (and will) put into it, that is money well spent. I haven't invested this much time in a naval video game since PTO II. It's a very satisfying feeling to be chasing Japanese armoured cruisers around the Pacific with Constellation Class battlecruisers, or defending a convoy in the Caribbean with a 1920 Design South Dakota Class battleship.

Submarines are rather abstract in the game, and aircraft do not take part. It's classic WW1 era battlefleets.
