It was built during World War 2. It isn't military, yet it wouldn't have been built if not for the war. _________________

Ok, I am taking a total shot in the dark here since I cannot waste anymore time looking.
I am going with some sort of mobil water purification possibly desalinization unit. Probably used to supply water to troops and later maybe for loacl population or irrigation.
