Would these rules modifications make sense based on general ship characteristics during various times during the war?  What other changes across the board could be made to give each year more of the flavor it historically had?

1939: Roll 1 less die when making Antiair attacks, except for units already rolling 4 or fewer dice.  German, Italian, and US destroyers cost 1 point less, can't make range-2 torpedo attacks, and make a Defective Torpedoes check before attacking.

1940: Roll 1 less die when making Antiair attacks, except for units already rolling 4 or fewer dice.  German, Italian, and US destroyers cost 1 point less, can't make range-2 torpedo attacks, and make a Defective Torpedoes check before making torpedo attacks.

1941: Roll 1 less die when making Antiair attacks, except for units already rolling 4 or fewer dice.  German, Italian, and US destroyers cost 1 point less and make a Defective Torpedoes check before making torpedo attacks.

You could reduce stacking in early years , there were only fleeting clashes early on, spreading your ships out would represent this, aircraft are relatively weak in that time frame as well.

Spread Thin- Ship and aircraft stscking in each sector is reduced by 1

so 1 ship and 3 aircraft maximum

That would make contesting objectives more of an adventure, especially with island choke points.

There's another option that may or may not make sense, we have not yet playtested it, I have only "thought" about this.

In the early war years, generally speaking, the Axis were on the Attack and the Allies were defending. As time went on, the roles reversed. It would be nice to find a way to put those attacker/defender roles into the game, and maybe by year.

So, how to do that. Here's the starting point for discussing it.

1. Move the objective 1 row closer to the "defending" team.

2. The "attackers" must take the objectives ...

3. The "defenders" must either take the objectives or ...

I haven't figured it out further. I have bounced the following around in my head.

1. A turn limit. Any objectives not claimed by attackers at end of turn X, automatically go to defender.
2. Attackers must keep objective for TWO turns instead of one to claim them. Defenders only need it for ONE turn. (Maybe leave them in the center, and NOT move them over one row if using this option.)

You could make it that the attacker has x turns to get a certain number of points.  If so, he wins.  If it's the end of x turn the defender gets all remaining objectives that the attacker does not occupy.  Otherwise the defender does not claim objectives but contests as normal.  Then count up the points.

If you did that, the objectives could be anywhere on the map that gives the defender otherwise an advantage of taking them.

By year you could make it '39 to '41 Allies defend, '42 flip a coin, '43 onward Axis defends.
